
In response to a Written Assembly Question submitted by Mr Blair, the Agriculture, Environment and Rural Affairs Minister confirmed that draft legislation is with the Executive for consideration. Subject to the necessary approvals, the Minister intends to have the legislation in place by the end of 2026, followed by a lead-in period before the new requirements take effect.
The South Antrim representative said: “This is an important step towards strengthening animal welfare protections and tackling the cruel breeding and sale of pets. Lucy’s Law will help protect animals from exploitation while giving prospective owners greater confidence about where their pets have come from.
“Minister Muir has prioritised the advancement of this legislation as part of his Animal Welfare Pathway, and it is crucial that the Executive supports its introduction without further delay. I am concerned that other Executive parties are playing true to form, with dither and delay when there is an urgent need to prioritise these stronger protections for animals.
"Heel dragging on this important issue is totally out of touch with the widespread support from animal welfare groups in Northern Ireland, along with clear public backing for this law."
