Stephen is a lifelong resident of North Down and was first elected to North Down Borough Council in 1993, aged 22. He served as a councillor until 2011, including terms as Mayor and Deputy Mayor.

He was then elected as MLA for North Down, serving from 2007 until 2019 and was also Minister for Employment and Learning between 2011 and 2016.

In 2019 he was elected as the Member of Parliament for North Down and has been a consistent opponent of Brexit, and advocate for pragmatic solutions for the challenges it poses for Northern Ireland.
