Incorporating UNCRPD into law is essential to eliminate discrimination, says Donnelly.

Alliance MLA Danny Donnelly is aiming to make Northern Ireland more open and inclusive, by ensuring The United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) is incorporated in all public authorities, as he launched the consultation to his Private Member’s Bill on Tuesday (3 December).

The East Antrim MLA has emphasised the importance of UNCRPD legislation and has urged everyone to participate in the live consultation, stating that the incorporation of the UNCRPD into domestic law will advance and update disability rights, aiming to further eliminate discrimination against persons with disabilities.

Mr Donnelly said: “It is concerning that the Assembly or Executive have not taken any further steps to incorporate the UNCRPD into domestic law since the UK Government signed and ratified its Optional Protocol back in 2009. 

“The UNCRPD is an international agreement, and countries which have signed the convention are required to promote, protect and ensure that people with disabilities enjoy full equality in all aspects of life, and full enjoyment of human rights. 

“One in four people in Northern Ireland have a disability and the most recent review by the UN Committee on the Rights of Persons with Disabilities found that the UK has failed to make significant progress on delivering its recommendations. It specifically found that 50 per cent of disabled people in NI are more likely to live in poverty. Disability Action’s previous reports also indicate several areas within NI’s policy, practice, and legislation are non-compliant with the UNCRPD. This is not acceptable. 

“I hope my PMB will be the first step towards advancing and updating disability rights in NI. We must address the inequalities faced by those with a disability and bring NI in line with the UNCRPD proposals. It’s time disability rights were made a priority to ensure people with a disability are treated fairly and have equal access to opportunities. 

“This consultation will give people the opportunity to stand up for equality and call for a significant change in disability rights, and I urge everyone to participate. This is especially important as we are still yet to receive a commitment from the Communities Minister that his department plan to develop future UNCRPD legislation.”
