However, he has expressed his disappointment over the Executive's continued failure to agree on cross-departmental aspects of the Lough Neagh plan.

The plan to improve water quality in Lough Neagh and across Northern Ireland will look to engage communities and sectors, incentivise behaviour changes and enforce enhanced environmental protections.

The South Antrim MLA said: “Today’s announcement is an important step on the long road to recovery for Lough Neagh and signals a turning point on water quality in Northern Ireland.

“We must recognise the significant issue with phosphorous in the lake’s catchment area and its main causes: agricultural run-off, wastewater and septic tank discharge. As outlined, this must be addressed through engagement, investment and enforcement if we are to tackle the algae blooms currently thriving in Lough Neagh.

“I welcome the plan’s focus on engaging with the agricultural community on more sustainable farming and incentivising nature-friendly practices, given that 60 per cent of phosphorus pollution in Lough Neagh is attributed to the sector. It is essential we work with farmers to significantly reduce run-off.

“Work is also ongoing to establish an enforcement taskforce with twenty officers to specifically operate within the Lough Neagh catchment area; to commence initiatives to better manage slurry and manure; and, to begin an independent sand dredging review.

“It is disappointing, at this point, the cross-departmental aspects of the plan are still pending Executive approval. For instance, Minister Muir is still in the process of obtaining approval for a review of environmental crime fines and penalties, restrictions on unnecessary phosphorus-containing fertilisers, and collaborative partnership arrangements.

“I congratulate the Minister for working at pace to develop the Lough Neagh plan and doing everything he can in his capacity to publish it despite the obstacles he has faced. I hope it will be delivered in its entirety at the next available opportunity.”
